Project Manager 2
Description	The selected Worker will be assigned to work for the Programming and Application Development Division of the Resource Information Office at the Texas Water Development Board (TWDB). The Worker will work under the direct supervision of the Deputy Executive Administrator. The Worker will be responsible for providing management and technical support for project development. This position assists with directing the short and long term planning, control and monitoring of project scheduling and implementation, program and project development. The Worker is accountable for maintaining all project records, project information management, design, development and progress and serving as point of contact for all project-related activities. The worker must follow standard project management industry practices such as the PMI's framework. Understands business and technical objectives of a project and works closely with project sponsor. Creates project charter and work plan and tracks budget and schedule progress via appropriate metrics. Establishes project organization and methodologies and defines roles and responsibilities. Documents risks and develops mitigation plans; manages scope; creates and implements a communication plan. Builds an effective team, assigns tasks to team members, and evaluates outcomes. Negotiates resources and communicates to stakeholders and project sponsor. Identifies, tracks, and ensures resolution of issues and removal of barriers. Relies on experience and judgment to plan and accomplish goals. Professional certification is highly desirable.
Skills Required	Minimum Requirements: 10 Years Progressive information technology experience and responsibility. 8 Years Experience managing complex systems integration projects using n-tiered, web-based technology. 8 Years Proven leadership in multiple leadership roles from requirements analysis, project definition, team building, budgeting and implementation. 8 Years Experience in project planning, milestone definition, resource allocation and project reporting, software development life cycle and project management methodologies. Preferences: Project Management Institute (PMI) Certification
